Visitors on the 4th day of December 1779.&lt;br /&gt;

JAMES MADISON, President and Professor of Natural Philosophy and Mathematicks;&lt;br /&gt;
&lt;br /&gt;
George Wythe , Professor of Law and Police;&lt;br /&gt;
&lt;br /&gt;
James M&#039;Clurg, Professor of Anatomy and Medicine;&lt;br /&gt;
&lt;br /&gt;
Robert Andrews, Professor of Moral Philosophy, the laws off Nature and of Nations, and of the Fine Arts;&lt;br /&gt;
&lt;br /&gt;
Charles Bellini, Professor of Modern Language&lt;br /&gt;
&lt;br /&gt;
Resolved , that the lectures in the different schools shall commence for the ensuring year on the 17th of January.&lt;br /&gt;
&lt;br /&gt;
For the encouragement of science,&lt;br /&gt;
&lt;br /&gt;
Resolved , that a student on paying annually one thousand pounds of tobacco shall be entitled to attend any two of the following Professors; viz. of Law and Police; of Natural Philosophy and Mathematicks; and of Moral Philosophy, the Laws of Nature and of Nations, and of the Fine Arts; and that for fifteen hundred pounds of tobacco he shall be entitled to attend the find three Professors; the fees to be paid at that period of the year when the courses of lectures commence.&lt;br /&gt;
&lt;br /&gt;
Resolved , that the former students shall enjoy a preferable claim to rooms until the 30th of January.&lt;br /&gt;
&lt;br /&gt;
Resolved , that Mr. Andrews be appointed to execute the office of Bursar of the college.&lt;br /&gt;
&lt;br /&gt;
Resolved , that the personal property, such as oxen, copper kettles, pewter, &amp;amp;c. not necessary for the use of the college, be exposed to publick sale at the college, on the 7th of January.&lt;br /&gt;
&lt;br /&gt;
The publick are assured that a person near the college, and well qualified to give satisfaction, has agreed to furnish breakfast and dinner to any number of students, not exceeding twenty, at the rate of 3000 pounds of tobacco per annum, and at the rate of 2500 pounds if the number be greater.&lt;br /&gt;

A LETTER from a Gentleman in Cape Francois to his friend here, dated December 23, 1777, says, &amp;quot;There certainly will be a French war very soon, as there are troops arriving here dai; y, some of them are destined for Canada in the spring, others are in the Spanish pay, and are to go against Jamaica.&lt;br /&gt;
&lt;br /&gt;
The drawing of the first class of the United States lottery is postponed till the first day of May next, When it will absolutely commerce drawing.&lt;br /&gt;
&lt;br /&gt;
The Hon. EDMUND PENLETON, GEORGE WYTHE , and ROBERT C. NICHOLAS, Esquires, are chosen Judges of the High Court of Chancery, with a salary of 500l. per annum each, &lt;br /&gt;

Williamsburg, December 6&lt;br /&gt;

LAST Monday an express arrived at head-quarters from general Lee, who lest his excellency the 6th instant, at Little river, on the road to Charlestown, with three battalions of the North Carolina troops, marching with all possible expedition to the assistance of that place; general Clinton, with upwards of 50 sail of men of war and transports, hanging appeared off their bar the Tuesday before, where they cast anchor. Two other North Carolina regiments, and col. Muhlenberg Virginia battalion, were like wife on their march for Charlestown; with whose assistance it is not doubted but our brethren in South Carolina will be able to defeat any attempts of their enemies, and, when under the conduct of so able and experience a commander, give them that chastisement which they are so richly entitled to.&lt;br /&gt;
&lt;br /&gt;
By the same express, we learn that a sloop arrived at Charlestown the 25th ult. from St. Eustatia, with 10,000 wt. of gunpowder; the master of which informed, that a large vessel had arrived at that island from Holland, deep loaded with arms and ammunition. He also said, that all the French ports in the West Indies were now open to us, and that their ships of war have received orders to protect our vessels in and out of their harbours; that the French are fortifying Dunkirk, which produced a remonstrance from the British court, but without effect.&lt;br /&gt;
&lt;br /&gt;
Yesterday the Hon. Convention made choice of the following gentlemen to represent this dominion in General Congress, for one year, viz. GEORGE WYTHE, THOMAS NELSON, jun. RICHARD HENRY LEE, THOMAS JEFFERSON, and FRANCIS LIGHTFOOT LEE, esquires.&lt;br /&gt;
&lt;br /&gt;
This morning capt. James Barron came to town from Jamestown, with the agreeable news that he and his brother, in two small armed vessels, were safe arrived there, with the Oxford transport from Glasgow, having on board 217 Scotch Highlanders, with a number of women and children, which they took last Wednesday evening, on her way up to Gwyn&#039;s island, to join lord Dunmore. The people on board inform, that they are part of a body of 3000 troops which failed from Glasgow for Boston, but upon hearing that place was in our possession, they steered their course for Halifax; that they ha been taken by the Andrew Doria, one of the continental fleet, who, after disarming them, and taking out all the principal officers, with such of the transport&#039;s crew as were acquainted with navigation, put eight of their own hands on board to bring her into port, but that the carpenter of the transport formed a party and rescued the vessel from them, and was conducting her into Hampton road, when the two capt. Barrons very fortunately came across them, and moored them safe at Jamestown, where they are now disembarking, and are expected in town this day. &lt;br /&gt;

LAST Monday an express arrived at head-quarters from general Lee, who lest his excellency the 6th instant, at Little river, on the road to Charlestown, with three battalions of the North Carolina troops, marching with all possible expedition to the assistance of that place; general Clinton, with upwards of 50 sail of men of war and transports, hanging appeared off their bar the Tuesday before, where they cast anchor. Two other North Carolina regiments, and col. Muhlenberg Virginia battalion, were like wife on their march for Charlestown; with whose assistance it is not doubted but our brethren in South Carolina will be able to defeat any attempts of their enemies, and, when under the conduct of so able and experience a commander, give them that chastisement which they are so richly entitled to.&lt;br /&gt;
&lt;br /&gt;
By the same express, we learn that a sloop arrived at Charlestown the 25th ult. from St. Eustatia, with 10,000 wt. of gunpowder; the master of which informed, that a large vessel had arrived at that island from Holland, deep loaded with arms and ammunition. He also said, that all the French ports in the West Indies were now open to us, and that their ships of war have received orders to protect our vessels in and out of their harbours; that the French are fortifying Dunkirk, which produced a remonstrance from the British court, but without effect.&lt;br /&gt;

Yesterday the Hon. Convention made choice of the following gentlemen to represent this dominion in General Congress, for one year, viz. GEORGE WYTHE, THOMAS NELSON, jun. RICHARD HENRY LEE, THOMAS JEFFERSON, and FRANCIS LIGHTFOOT LEE, esquires.&lt;br /&gt;
&lt;br /&gt;
This morning capt. James Barron came to town from Jamestown, with the agreeable news that he and his brother, in two small armed vessels, were safe arrived there, with the Oxford transport from Glasgow, having on board 217 Scotch Highlanders, with a number of women and children, which they took last Wednesday evening, on her way up to Gwyn&#039;s island, to join lord Dunmore. The people on board inform, that they are part of a body of 3000 troops which failed from Glasgow for Boston, but upon hearing that place was in our possession, they steered their course for Halifax; that they ha been taken by the Andrew Doria, one of the continental fleet, who, after disarming them, and taking out all the principal officers, with such of the transport&#039;s crew as were acquainted with navigation, put eight of their own hands on board to bring her into port, but that the carpenter of the transport formed a party and rescued the vessel from them, and was conducting her into Hampton road, when the two capt. Barrons very fortunately came across them, and moored them safe at Jamestown, where they are now disembarking, and are expected in town this day. &lt;br /&gt;

LAST Monday an express arrived at head-quarters from general Lee, who lest his excellency the 6th instant, at Little river, on the road to Charlestown, with three battalions of the North Carolina troops, marching with all possible expedition to the assistance of that place; general Clinton, with upwards of 50 sail of men of war and transports, hanging appeared off their bar the Tuesday before, where they cast anchor. Two other North Carolina regiments, and col. Muhlenberg Virginia battalion, were like wife on their march for Charlestown; with whose assistance it is not doubted but our brethren in South Carolina will be able to defeat any attempts of their enemies, and, when under the conduct of so able and experience a commander, give them that chastisement which they are so richly entitled to.&lt;br /&gt;
&lt;br /&gt;
By the same express, we learn that a sloop arrived at Charlestown the 25th ult. from St. Eustatia, with 10,000 wt. of gunpowder; the master of which informed, that a large vessel had arrived at that island from Holland, deep loaded with arms and ammunition. He also said, that all the French ports in the West Indies were now open to us, and that their ships of war have received orders to protect our vessels in and out of their harbours; that the French are fortifying Dunkirk, which produced a remonstrance from the British court, but without effect.&lt;br /&gt;

Yesterday the Hon. Convention made choice of the following gentlemen to represent this dominion in General Congress, for one year, viz. GEORGE WYTHE, THOMAS NELSON, jun. RICHARD HENRY LEE, THOMAS JEFFERSON, and FRANCIS LIGHTFOOT LEE, esquires.&lt;br /&gt;
&lt;br /&gt;
This morning capt. James Barron came to town from Jamestown, with the agreeable news that he and his brother, in two small armed vessels, were safe arrived there, with the Oxford transport from Glasgow, having on board 217 Scotch Highlanders, with a number of women and children, which they took last Wednesday evening, on her way up to Gwyn&#039;s island, to join lord Dunmore. The people on board inform, that they are part of a body of 3000 troops which failed from Glasgow for Boston, but upon hearing that place was in our possession, they steered their course for Halifax; that they ha been taken by the Andrew Doria, one of the continental fleet, who, after disarming them, and taking out all the principal officers, with such of the transport&#039;s crew as were acquainted with navigation, put eight of their own hands on board to bring her into port, but that the carpenter of the transport formed a party and rescued the vessel from them, and was conducting her into Hampton road, when the two capt. Barrons very fortunately came across them, and moored them safe at Jamestown, where they are now disembarking, and are expected in town this day. &lt;br /&gt;

THE Duke of Cumberland packet arrived a few days ago, from Falmouth, with Government, dispatches for Lord Dunmore. It is said she left England the 23d of January, and brings advice, that Lord Cornwallis failed about the same time, with a number of transports, under convoy of twelve frigates; the place of their destination uncertain. The packet was at South Carolina, but found Lord William Campbell had left the province, and joined Governor Martin at Cape Fear. Some Gentlemen from below say, that soon after the arrival of this vessel they published a paper which was called a declaration of war against the colonies, and received it with loud acclamations.&lt;br /&gt;
&lt;br /&gt;
Some prisoners, and sailors who had been pressed, lately made their escape from the fleet, and came to this city last Thursday, accompanied by a soldier of the 14th regiment, who deserted his post at Lord Dunmore&#039;s entrenchment.&lt;br /&gt;
&lt;br /&gt;
It is reported, that Lord Dunmore has sent to England, in the Duke of Cumberland packet, which failed last Wednesday, four French Gentlemen, who were lately taken in a vessel bound here from Cape Nichola Mole, pretending he has found letters upon them which prove their business was to treat with the Congress.&lt;br /&gt;
&lt;br /&gt;
On Monday last Edmund Randolph, Esq; was elected to represent this city in Convention, in the room of George Wythe , Esq; one of our Delegates at the Congress.&lt;br /&gt;
&lt;br /&gt;
We are informed the Roebuck is stationed between cape Henlopen and cape May, the Liverpool between cape Henry and cape Charles, and tenders constantly failing from one ship to the other, looking out for the Philadelphia fleet, which is now expected to return to the continent. Should Admiral Hopkins meet with those ships and tenders, we hope he will give a good account of them. It has been a current report, for two days past, that the Roebuck is already taken.&lt;br /&gt;
&lt;br /&gt;
The Ordinance of Convention directs a meeting of the Delegates on the first Monday in May annually, and it is expected there will be a full meeting, as matters of the greatest importance are to come under immediate consideration. It may not be amiss to refer all concerned, to the ordinance, for the form and time of returns .  &lt;br /&gt;

Williamsburg, December 2nd &lt;br /&gt;

Last Wednesday night some of Dunmore&#039;s banditti, about 12, mostly Negroes, came ashore, and went to the house of Mr. Benjamin Wells, at Mulberry island; after threatening and abusing him in a most infamous manner, they robbed him of all his most valuable effects, and carried off two Negro women.&lt;br /&gt;
&lt;br /&gt;
Nine Negroes (two of them women) who had been endeavouring to get to Norfolk in an open boat, and put ashore on Point Comfort, were fired upon by some persons in pursuit, taken, and brought here on Thursday; two of the fellows are wounded, and it is expected the rest will soon be made examples of.&lt;br /&gt;
&lt;br /&gt;
Last Monday came on the election of a representative for this city in Convention, when GEORGE WYTHE , Esq; was unanimously chosen, in room of the late Hon. Peyton Randolph, Esq; &lt;br /&gt;

&amp;quot;After speaking of the two petitions from the city of London to the Throne, respecting America, formerly published, their reception, and the resolutions of the city thereupon, he says: &amp;quot;These proceedings seem to lead to something important in favour of America. Letters to—mention, that the ministry now declare, that the matter must be made up with America; and to another gentleman in this city, that no more troops are to be sent to America. The ministry are in the utmost consternation , and the American cause gains ground daily with the people.&amp;quot;&lt;br /&gt;

By a letter from another gentleman in Philadelphia, dated Sept. 25th, we have the agreeable intelligence that mrs. NELSON, mr. WYTHE and his lady, mr. FRANCIS L. LEE and his lady, with their several servants, are safely through the smallpox.&lt;br /&gt;

This day WILLIAM GODDARD, esq; surveyor, &amp;amp;c. to the constitutional post-office, arrived in this city, on a tour through the several united colonies, to establish offices in the principal towns and other commercial places, under the authority of BENJAMIN FRANKLIN, esq; who is appointed Postmaster-general by the Hon. the Continental Congress; and as soon as the offices are commissioned, and the routes fixed, the establishment will immediately take place.&amp;lt;br/&amp;gt; &lt;br /&gt;

NORFOLK, August 30. Lord Dunmore has lately made seizure of another vessel belonging to mess. Eilbeck, Ross, and co. for government service for forfooth!&amp;lt;br/&amp;gt;&lt;br /&gt;
The goods imported in the snow Unicorn, seized by lord Dunmere as above mentioned, were ordered by the Norfolk borough committee to be immediately returned in the same vessel; but his lordship has taken care to prevent that, by laying his hands upon the goods, and converting them to his own use; and the vessel, we hear, is intended for St. Augustine, to bring the remainder of the14th regiment.&amp;lt;br/&amp;gt;&lt;br /&gt;
&lt;br /&gt;
It appearing that the above goods, imported in the Unicorn, had been countermanded by mess. Eilbeck, Ross, and co. the committee of this borough have acquitted them in this instance of any breach of the association.&amp;lt;br/&amp;gt;&lt;br /&gt;

We are assured, from good authority, that general Howe is appointed to the command of the troops at Boston, supposed to be at the request of general Gage.&amp;lt;br/&amp;gt;&lt;br /&gt;
A correspondent writes, that a certain sloop of war, not 100 miles distant, was lately kept in constant alarm a whole night, with her matches burning, tomkins out, guns loaded with grape shot, and all hands at their quarters, till day-light discovered the formidable enemy, which had caused such terrible apprehensions, to be only one of the neighbours with his negroes catching mullets! A certain governour, it is said, was in all haste sent for, to assist with his sage advice at the council of war that was held on this mighty occasion.&amp;lt;br/&amp;gt;&lt;br /&gt;
This day arrived from London the famous major Rogers, formerly of the rangers. &lt;br /&gt;

THE Hon. Peyton Randolph, Richard Henry Lee, Benjamin Harrison, George Wythe , Thomas Jefferson, Thomas Nelson, and Francis Lightfoot Lee, Esquires, are appointed Delegates, by the Convention, to represent this colony in Continental Congress, to be held at Philadelphia the 5th of next month.&amp;lt;br/&amp;gt;&lt;br /&gt;
The Hon. Continental Congress have appointed Dr. Benjamin Franklin Postmaster General of the united colonies of North America, with a salary of 1000 dollars a year; and Michael Hillegas and George Clymer, Esquires, of Phildelphia, joint Treasurers of the united colonies.&amp;lt;br/&amp;gt;&lt;br /&gt;
Capt. Hill, who left Boston on Wednesday the 12the Instant, informs, that, just before his departure, a brig arrived there from Virginia, loaded with pork, in her hold, and live stock, such as hogs and poultry, upon deck; the master&#039;s name he forgot, but described him to be a slim man, about 5 feet 8 inches high, dark complexion, wore his own dark hair, and light coloured sagathy clothes. The brig was about 100 tuns burthen with yellow sides, and came from James river, the Captain (Hill) believes from Norfolk. She was cleared out from Jamaica, and her cargo was delivered to the King&#039;s contractor at Boston. Captain Hill asked the mate of the brig whether any of his hands had been pressed. He answered, no ; that the business they came upon was of such a nature as prevented it.&amp;lt;br/&amp;gt;&lt;br /&gt;
Tuesday last (the 15th instant) being the anniversary of the Transfer Day , a sermon was preached in the college chapel, by the Rev. Mr. Bracken; afterwards, the President, Masters, and scholars, convened in the hall, when the two medals adjudged a few days before, one to John Camm White, for his superior skill in mathematicks and natural philosophy, the other to Mr. Thomas Evans, a prize due to the best classick scholar, were delivered to those young Gentlemen, with a congratulatory Latin speech by the President. Mr. Evans then ascended the rostrum, and pronounced a Latin oration in praise of the founders and benefactors. Mr. White afterwards pronounced one in English, setting forth the advantages of education, and the grateful memory of the Founders. Lastly, Mr. Granville Smith pronounced a Latin oration on the same subject as Mr. Evans. &lt;br /&gt;

ORDERED, THAT the Clerks of the several County Courts in this Colony do transmit to the Clark of this House, in the first Part of every Meeting of the General Assembly, a List of the Tithables in their Counties, containing the Names of such Tithables; and that they transmit also, at the same Time, a List of the publick Charges of their respective Counties.&lt;br /&gt;

PURSUANT to an act of the general assembly, we this day repaired to the treasury, and having carefully examined the treasurer&#039;s accounts of the different receipts and payments since the last settlement, and compared the same with their proper vouchers, find that they are all fairly and justly stated.&amp;lt;br/&amp;gt; There appears due to the public account a balance of seven thousand and eight pounds, seventeen shillings, and a penny. From the fund of old treasury notes there is due to the other funds the sum nineteen thousand nine hundred and seventy nine pounds, eight shillings, and nine pence. The balance due to the fund of notes issued in 1769, and cash borrowed for their redemption, is seven thousand and sixty three pounds, twelve shillings. The ballance due to the funds of notes, of the commissions of 1771, and 1773, including such of those notes as have not been actually issued amounts to a8,614l. 18s 2d. farthing The balance due to the emission of 1774, including such of the notes of this date as have not been yet issued, amounts to 9668d. 17s. 5d. We have burnt and destroyed of the old notes 5,851l. 3s 9d. of the emission in 1769, 1093l. of that in 1773, 2532l. and of the emission in 1773, 6178l. in all, 15,6431. 3s. 9d. The treasurer produced to us the full balances due to the public account, and the several different funds, which remain in his hands to be accounted for at a future day. Given under our hands this 22d day of December, 1774. &lt;br /&gt;
